GENERAL

A.  Project Goal

The goal of the project is to implement habitat protection and enhancement measures that address the primary limiting factors identified for spring Chinook salmon and summer steelhead in Catherine Creek, tributary to the Grande Ronde River, Union County Oregon.  This Release will focus on Phase I complete design (100%) and construction oversight, as well as three Phase II 15% conceptual design alternatives with a preferred alternative advanced to 30%.  The implementation of this project will improve in-stream habitat for Endangered Species Act (ESA)-listed and non-ESA-listed native fish species, while benefiting natural channel morphology and in-stream processes.  Catherine Creek provides important spawning and rearing habitat for ESA listed spring Chinook salmon and summer steelhead.  A side channel of Catherine Creek on Hall Ranch conveys flow into a roadway borrow ditch along Highway 203 for 0.26 miles.  The Oregon Department of Transportation (ODOT) has proposed blocking the side channel where it leaves Catherine Creek because of road stability concerns.  The side channel, however, is used by summer steelhead for spawning and rearing and by spring Chinook salmon for rearing.  Also, manipulations to Catherine Creek, streambanks, and floodplain in this reach of Catherine Creek limit salmonid production.  The main channel has been cut off from 26 acres of floodplain along the left side (south) of Highway 203.

The Contractor shall deliver a complete engineered project design for Phase I.  The engineered project design will be used by Oregon Department of Fish and Wildlife (ODFW) to secure project implementation funding.  The project will include riparian and instream habitat creation and moving a segment of the side channel away from Highway 203.  The project design will include two phases:  Phase 1 includes side channel relocation, side channel creation, increased instream habitat complexity and riparian habitat restoration.  Phase 2 includes identification and development of three additional restoration alternatives in the larger Hall Ranch reach of Catherine Creek.  Measures implemented as part of the project will address the primary limiting factors for ESA listed spring Chinook salmon and summer steelhead in this section of Catherine Creek.  Partners include ODFW, Grande Ronde Model Watershed (GRMW), Oregon State University (OSU), Bonneville Power Administration (BPA) and ODOT.
